In 2023, Hainan's offshore duty-free market saw a significant surge, with Haikou Customs reporting sales of 43.76 billion yuan, marking a 25.4% increase from the previous year. Duty-free shopping instances reached 6.756 million, growing by 59.9%, and the sale of duty-free items rose to 51.3 million, a 3.8% increase year-on-year.
The implementation of the "buy and pick up immediately" and "guaranteed pick up" methods on April 1, 2023, played a key role in boosting tourist spending and emerging as a new focus for duty-free consumption. This initiative has been instrumental in enhancing the quality and scale of Hainan’s offshore duty-free shopping experience. Coinciding with the robust revival of inter-provincial tourism, Hainan introduced various consumption-stimulating measures. Duty-free entities, through diverse online and offline promotional activities, have contributed to the market's positive trend.
Currently, Hainan hosts six duty-free operators, with the number of offshore duty-free stores expanded to twelve. The opening of the Global Beauty Plaza in Sanya International Duty-Free City's C Zone on December 28 has added more brand variety to the duty-free shops, significantly improving consumer shopping experiences.
